Lembo backs Malloy’s assessment of smaller CT deficit

State Comptroller Kevin P. Lembo
gave Gov. Dannel P. Malloy a big vote of fiscal
confidence Monday, certifying that Connecticut’s budget deficit is well below
the emergency level. The $89.4 million shortfall Lembo
reported not only represents roughly half the amount that would compel Malloy
to issue a deficit-mitigation plan, but also falls at least $80 million below

Office of
Policy and Management Secretary Ben Barnes announced Tuesday, two days before Christmas, that about 200 appointed state officials will
receive an increase in pay on Dec. 26.
The pay
increase will go to senior gubernatorial appointees, such as agency heads,
their deputies and members of Gov. Dannel P. Malloy’s
staff. The salary increases will range between 3 percent and 12 percent.
About 36
agency heads and deputies received 12 percent increases, including recently
reappointed commissioners like Department of Children and Families Commissioner
Joette Katz, who will see her salary go from $153,831
to $172,291 and Barnes, who will see his salary go from $186,999 to $209,439.

Funding for
these increases was included in the state budget that took effect on July 1.
The pay increases will cost about $1.4 million.
“For the
last four years, most appointed officials have not seen their salary change as
they have worked tirelessly to improve the lives of Connecticut families,”
Barnes said in a press release. “Because of their hard work, we are seeing the
results in many areas, such as a steadily improving economy that’s added over
75,000 jobs since 2011. We want that progress to continue over the next four
years and need to be able to attract and retain top-notch talent so our
citizens are served by the very best. To do that our salaries must remain
competitive with those of other states and the private sector.”

A gain of
4,600 jobs in November wasn’t enough to stop Connecticut’s unemployment rate from ticking
upward slightly in the state’s last report before the New Year. The jobless
rate rose from 6.4 to 6.5 percent, the Department of Labor reported Thursday,
but the state has gained 25,700 jobs over the last 12 months.
